Latest Update on Senate Bill 484


10/09 Update:

The Safe Cosmetics Act of 2005 (SB 484) was signed into law by Governor Schwarzenegger on Friday, October 7.  The bill now obligates companies to be in compliance on January 1, 2007, less than 15 months from the signing of the Bill.

9/1 Update

The Bill has now passed the California Assembly, 41-34, with 4 abstentions. It has been amended since it passed the Senate, so it will return there for a vote. If it passes, it will go on to Governor Schwarzenegger. It must be approved or vetoed by October 9.

8/30 Update

On Thursday, August 25, the bill passed out of the Appropriations Committee with amendments.

Additional co-authors were previously added to the bill, but most importantly, it further defined when the registration requirement is triggered. The new definition outlines the requirement to register products that contain any carcinogens or reproductive toxins.

The Bill is expected to come before the Assembly floor for a vote at sometime between August 30 and September 8.

8/12 Update

The California legislature is back in session as of August 15. SB 484 will be considered in the Assembly Appropriations Committee some time the week of August 22. If it passes in the Committee, it then moves on to the Assembly Floor at some time near Labor Day

7/14 Update

The Assembly Appropriations Committee met yesterday and placed the Bill on the Suspense Calendar.  The bill will now be considered for fiscal impact after the Recess, which is from July 15 to August 15.  It is expected that the bill will be addressed in late August.

7/12 Update

The bill has now moved on to the Assembly Appropriations Committee, with Judy Chu as the Chair of the committee.  The vote will be taking place on Wednesday, 7/13, although these dates are always subject to change. There will be no testimony heard in this part of the process.

The bill was also amended on 7/6 which adds this as an Article to the California Health and Safety Code.

6/29 Update

The California Assembly Health Committee approved SB 484 yesterday. Vote was eight to five, eight votes were needed to clear the Committee. SB 484 now moves to the Assembly Appropriations Committee. As of right now, Assembly Appropriations Committee will have until August 26 to decide whether to send SB 484 on to the Assembly floor.

6/15 Update

The bill has been amended to 1) exempt companies of $1 million in agregate sales (not just in California) from the reporting requirement; 2) replace the reference to the Department of Health Services with the Division of Environmental Occupation Safety and Health, and 3) Addition of the requirement to notify OEHHA (Office of Environmental Health Hazard Assessment) of any potential toxin present in a product. Read the bill for further details.

6/13 Update

Bill assigned and moved to Assembly Committee on Health.  A hearing in Committee on the bill is scheduled for 6/28.

6/1/05 Update

On 5/31 SB 484 passed a vote in the State Senate, 23 to 15, with one not voting. Voting, as expected, was along party lines. The bill has now moved on to the Assembly Health Committee, and has been read there. Activity is expected to continue, with a vote in approximately two weeks. 5/27/05 Update

California SB 484, sponsored by Carol Migden (D-San Francisco/Marin Co.) has now passed the California Senate Appropriations Committee, which is also Chaired by Sen. Migden.  The bill now moves on to the Senate Floor for a vote. The Senate is predominantly Democratic. The next activity is expected to occur as early as next week, as the bill must pass out of the Senate by Friday, June 3 to continue.  Check back regularly for updates.
